*any* is a pretty loaded term I agree. I would imagine *any* might include to prevent someone from launching nuclear warheads or other purely humanitarian purpose.
it seems to me that the variation probably mostly has to do with
a) sampling variability in low population states
b) the willingness of people in various states to broadly imagine what "any" might mean
c) what the respondents think they might be signaling to people in their general area (ie. willingness to take action, ultra-liberal do-goodiness, etc)
And I thought that my latent aggressiveness (under control since I was 7) was quite rare …
